16 November in Moscow (“Lotte Hotel Moscow”), supported by the Government of Russian Federation and State Duma, has been held the III Annual International Forum “Transport Infrastructure in Russia – Innovative Path of Development”. More than 180 participants have attended the event: delegates for State Duma Committee on Transport, Association of European Business in Russia (AEB), Federal Customs Service of Russia, ANO “Centre for Infrastructure Development” and also the executives of large companies working in the sphere of transport-logistic infrastructure development and intellectual transport systems: Kapsch TrafficCom, G.E.A., IBM, Siemens, State Company “Avtodor”, TRANSPOEKT, PSK TRANSSTROY and others.
Deputy Chairman of Government of Russian Federation Dmitriy Rogozin sent his welcoming greetings to organizers, guests and participants of the event. He expressed the assurance that “holding of this Forum will facilitate the preparation of specific propositions for changing legislation in the sphere of transport industry modernization, enhancing the level of transport security and advancing the quality and availability of transport services for people”.
Deputy Minister of transport of Russian Federation, Nikolay Asaul, also sent a welcoming letter towards Forum participants. He emphasized the importance of enhancement of the efficiency of goods flow by development of trailer-on-flatcar transport services. A special session (round table) of a Forum was dedicated to this topic. The participants had the opportunity to discuss the improvement of organizational, technical and technological basis for efficient cooperation of automobile and railway transport, and cargo safety in trailer-on-flatcar transportation.
Forum plenary session was opened by the President of ANO “Centre for Infrastructure Development”, a member of Expert Council under the Government of Russian Federation, Sergey Shishkarev. In his key-note speech he drew attention to the subject of federal transport systems programs: “Our task is move to the long-term forecasting. In the frame of implementation of federal goal-oriented programs and first of all the program of transport system, we should foresee no only the problems of tomorrow, we should think about what transport logistic should be like in 10-20 years from now, build roads “with a margin”. On his opinion, the Ministry of Transport should play the fundamental part in long-term planning of transport projects: “Currently each Ministry (such as Ministry of Economy, Ministry of Regional Development and others, look at the issue of implementation of transport projects under their own angle. For further development of transport infrastructure of our country Ministry of Transport should take control over the policy of a long-term planning and implementation of such projects in Russia”.
Andrey Belyaninov, the head of the Federal Customs Service of Russia also gave a welcome address to the audience. Frank Schauff, the CEO of Association of European Business (AEB) and “ITS-Russia” CEO, Vladimyr Krychkov, addressed the guests with welcoming speeches.
The event has become a stage for discussion of burning issues of transport infrastructure development in Russia. Thus, in the course of plenary session deputy head of Service for traffic control, State Public Institution “Centre of Traffic Management of the Government of Moscow”, Alexey Stepanov, told about intellectual transport systems and managing the process of passengers’ transportation. The director on strategy, marketing and sales (G.E.A.), François Clavier Ott dedicated his speech to the issue of road building on paying basis in Russia and pressing necessity of automatic systems for road toll, he also spread on the subject of the ways to solve Moscow parking problems. General director of NP “ITS-Russia”, Vladymir Kruchkov, stressed the potential of native manufactures, and shared his view of the immediate problems in the sector: “As they point out in the customs office, roads spoil Russian investment climate. It is necessary to re-divide transport flows and to give a part of cargos to railway, sea and air transport. Apart from that, new technologies implementation and creation of paying roads require regulatory legal framework”.
In the course of specific conferences has been discussed the issues of the role of federal and regional offices of state authorities in organization of legal basis for ITS, enhancement the security level of transport objects, retargeting the manufacture of military-industrial complex to the production of civil produce.
All participants of the event pointed out the relevance of III International Forum “Transport Infrastructure in Russia – Innovative Route of Development”, that has become the stage for effective dialog for business and government authorities, establishing business liaisons and entering business agreements, that will serve to the prosperity and modernization of transport sphere in Russia.
