On the 12th of December 2014 the first deputy chairman of the Marine Board Sergey Shishkarev held a multimedia press-conference “Russia under sanctions: on the way to industrial independence”.
Sergey Shishkarev spoke about the plans of the Marine Board for the next year, about the measures and priorities that are to be taken to accomplish an import substitution tasks, set by the President of Russian.
The first deputy chairman told briefly about the summing-up results of the recent meeting of the Marine Board under chairmanship of Dmitriy Rogozin. Given the current situation the members edited the Marine doctrine of the Russian Federation, which will be presented to the President next year.
The Marine Board Presidium will be changed so it will become an emergency control center, which will be able to promptly solve the most urgent issues. Composition of the Marine Board will also change. It will include more of the business members and members of oil and gas companies, so to bring closer together customers and ship-builders. The Board will aim to build up the order for shipbuilding companies in the next 6 months.
Sergey Shishkarev called to modernize the state shipbuilding industry , to build own serial production of civil ships, specialized vessels, backed with own scientific potential and the best world technological practices. By the end of March the Marine Board plans to schedule a meeting with the Prime-minister to discuss plans for the maritime industry until 2030.
While answering the journalists questions, Mr. Shishkarev pointed out the importance of building own high-speed passenger vessels for transportation to/from the Crimea and through other waters of Russia. There are plenty of opportunities to revive this area.
During the conference he spoke of the ways to update the marine and shipbuilding industry in the current economic conditions, searching for new reliable partners.
He also outlined the importance of human resources development. It is one of the most important tasks. To assure the technical state of our own ships, there should be responsible professional, pinned to each of them. There are big educational centers within each of the research centers. We should bring back shipbuilding departments, inviting foreign specialists to share their experience, all this to prepare own specialist.
